Institutional University Cooperation


With the Institutional University Cooperation programme (IUC) VLIR-UOS facilitates a 12-year partnership between a university in the South and Flemish universities and university colleges. The programme supports the partner university in its triple function as provider of educational, research-related and societal services. It aims at empowering the local university as to better fulfil its role as development actor in society.

Content

An IUC partner programme represents a long-term commitment involving considerable team effort and partnership between Flemish universities and university colleges, and a university in one of the VLIR-UOS partner countries. This university is not to be seen as an isolated beneficiary, but as a key stakeholder in country-level university cooperation for development.

 

The IUC partner programme consists of a coherent set of projects around an over-arching theme and including a number of well-defined scientific focus areas contributing to national development priorities. 

 

Apart from research, education and service delivery, the programme supports the institutional strengthening of the partner university in university management and support areas as ICT, library management or financial management.

 

The programme content is demand initiated, on the basis of the VLIR-UOS country strategy priorities and the strategic plan of the partner university, and matched with the interests and expertise that can be offered by Flemish counterparts.

Programme cycle

VLIR-UOS engages in IUC partnerships covering in principle and on average 12 years (2 strategic programmes of 6 years). This period is characterised by different phases with varying roles and responsibilities for all stakeholders involved. Read more about the IUC programme cycle.

Implementation

The implementation of the agreed upon partner programme is delegated to a Flemish and local academic coordinator who have the responsibility to manage the implementation of the partner programme and the constituent activity programmes. Funding

IUC budgets will differentiate depending on country strategic considerations and context/institution specific recommendations. When launching a call, VLIR-UOS will indicate based on a policy decision the boundaries within which a particular institution needs to work, in order to come up with a proposal for cooperation.

IUC Crosscutting

In the framework of the IUC programme several initiatives additional to the partner programme have emerged. These initiatives are intended to add value to the partner programmes and further contribute to the overall attainment of the IUC programme objectives. In many cases funding is earmarked on a competitive basis.

Post IUC opportunities  are specifically open to those IUC partner universities that have successfully closed the earmarked partner programme funding and fall into the ex-post period. Read more about the IUC Crosscutting and Post IUC opportunities.
