Opening the black box of Performance-Based Financing in the health sector: A case study on motivation, rent seeking

The increasing importance of PBF in the health sector in developing countries necessitates more knowledge on assumptions and mechanisms at play. We tend to perform a theory-based evaluation of a BTC project in Uganda to research the effect of PBF on health worker motivation, rent seeking behaviour and the role of M&E.
