All projects need to be identified and formulated following the general principles of the Theory of Change approach and the Managing for Development Results paradigm. The Partnership Policy represents the VLIRUOS commitment to the principles of mutually beneficial partnerships as a baseline for its successful cooperation model. 
The Mediation and Arbitration Regulation clarifies the involved parties in a partnership/project agreement on how to proceed in case a dispute which has arised between or among the project parties cannot resolved by them. In such a case the parties shall first proceed in good faith to submit the matter to mediation.
