Network University Cooperation
A Network University Cooperation (NETWORK) programme is a national level institutional network led by a former IUC - cooperation with focus on a priority theme of the country strategy (nation-wide needs based) and building on previous cooperation experiences. It is about multiplication and up-levelling of capacity building efforts. In fact a NETWORK aims at “Empowering local universities to unite themselves and together contribute to national goals in higher education and development”.
Network University Cooperation (NETWORK) aims at national level impact in a specific thematic domain by the provision of substantial support to a limited number of carefully selected partner universities located in a VLIR-UOS partner country. It will build upon the experiences of a former Institutional University Cooperation (IUC) which will serve as the coordinating university (hub).
The NETWORK can be considered as a partnership between various partner institutions in a specific country in the South and Flemish universities and university colleges.
A NETWORK focuses less on capacity building and more on harvest and multiplication opportunities addressing nation-wide needs in the educational and research area. It focuses on cross-institutional interactions, such in inter-university curriculum development, joint degrees at Master and PhD levels, links with other networks and links with Flemish universities.
Intervention at national level
The Network University Cooperation Programme was created as a new intervention type at the national level, next to the existing interventions of VLIR-UOS, going from individual to institutional strengthening initiatives.
A NETWORK programme cycle foresees in a long term perspective. VLIR-UOS engages in partnerships covering in principle and on average 10 years (2 programmes of 5 years each). The programme cycle is visualised in the figure on the right side.
A NETWORK partner programme represents a long-term commitment involving considerable team effort and partnership between Flemish universities and university colleges, and different universities in the South. As indicated, coordination is locally at level of a former IUC partner university which indicates a local programme coordinator. At the Flemish side, there is also a coordination at level of one university –the university of the Flemish coordinator appointed by VLIR-UOS- but the aim is to involve different Flemish institutions.
