Bolivia is an important partner country of VLIR-UOS. From 2003 to 2021 VLIR-UOS spent more than € 9,5 million in cooperation with Bolivia, including a long-term Institutional University Cooperation (IUC) Programme with Universidad Mayor de San Simon (UMSS) of Cochabamba. A new IUC programme with the Universidad Católica Boliviana (UCB) which started in 2017 and moves in to a second phase of cooperation during FYP 2022-2026 is the cornerstone of the cooperation with Bolivia

Country Strategy

The Bolivia country strategy fits very well into the national development strategy and plans to focus on ‘vivir bien’ and sustainable development. The following main themes are identified for all future interventions in the cooperation with Bolivia:

  • Environment & nature resources (water, irrigation, climate change, pollution, etc.)
  • Food security & sovereignty (focus on family agriculture)
  • Social development (social insecurity and safety, public health, indigenous rights, multiculturalism, immigration, etc.)

The country strategy identifies the following main transversal and cross-cutting theme:

  • Research support (policy, data management, statistics, academic English, scientific writing, interface with society, etc.)

Priority is given to universities of the national system (public institutions and UCB, excluding military and police schools) and UNIBOL (3 Indigenous universities). Cooperation with institutes outside of the central axis (La Paz - Cochabamba - Santa Cruz) is stimulated.
